RUNDLL32.EXE (and its 16-bit counterpart RUNDLL.EXE) are standard issue Windows files that are needed to make a lot of different applications work. They normally live in C:\Windows.

Go to Start then Run and enter SFC. That'll open the System File Checker which will allow you to re-install the file from your Windows installation disk (which you'll neeed to put in the CD-ROM drive). BTW, some PCs are built with the installation files on the hard drive in the C:\Windows\Options\Cabs folder.
